Today, Christians, who make up 2 percent of the population, are persecuted in various ways, despite a 2008 constitution that recognizes religious freedom. Church buildings are forbidden in all but a very few cases; most fellowships must meet in homes. Those who become Christian face the loss of citizenship, state benefits such as free education and health care, employment and access to electricity and water. In some instances, harassment and beatings occur. Evangelism is illegal. In October 2010, a Christian was sentenced to three years in prison for “attempting to promote civil unrest” by screening films on Christianity.
The Religious Organizations Act, implemented in 2009, states that one of its main objectives is to “facilitate the establishment of religious organizations in order to benefit the religious institutions and protect the spiritual heritage of Bhutan.” However, Bhutan officials remain ambiguous on whether and when the tiny Christian community will obtain legal identity. Despite this, groups of believers are forming and increasingly spreading across the breadth of the country.
